Procurement fraud costs citizens more money than any other kind of corruption – billions of dollars a year worldwide. Advice about how to identify, prevent, and control such fraud is easy to find, but which measures really work? Moreover, procurement processes can be extremely complicated for participating vendors. How should governments balance the need for effective fraud detection with ensuring a process that is efficient and not overly burdensome for applicants?
