HRI also supports strategic planning and network-building on counterterrorism issues. Pursuant to a grant from the Open Society Institute, HRI hosts major convenings of human rights advocates from the U.S., Pakistan, and European and other countries on issues including detention, torture accountability, and drone strikes and targeted killings.
The purpose of these invitation-only working meetings is to facilitate participants’ assessments of current efforts and brainstorming of new tactics for research and advocacy.
In October 2010, HRI hosted a meeting of counterterrorism experts focused on thinking strategically about Next-Generation Strategies for litigation.
In June 2011, HRI convened an expert meeting of litigators, journalists, and advocates to discuss the increasing practice of targeted killings with drones.
