
CCCL has prepared a database of all federal agency mandates contained in the House bill, ACES/Waxman-Markey:
The database is sorted by primary agency, but it is an Excel spreadsheet that can also be sorted by type of action (e.g. regulations, reports, convening task forces), by subject matter (e.g. adaptation, appliances, transmission planning), by section number, or by page number. Users can also perform word searches.

When the effort to take up S. 1733 ("Kerry-Boxer" or "CEJAPA") stalled after the bill passed out of committee, the "tripartisan" group of Senators John Kerry, Lindsey Graham, and Joe Lieberman set out to write a comprehensive bill they believed could secure 60 votes on the Senate floor. After months of negotiations and several delays, Senators Kerry and Lieberman released the American Power Act ("APA") on May 12, 2010.
Introduced to the Committee on Environment and Public Works on September 30, 2009 by Senators John Kerry and Barbara Boxer, after several months of negotiations following passage of Waxman-Markey by the House, “CEJAPA” was intended to be the framework of the Senate’s comprehensive climate and energy legislation. Pieces of the bill were to be filled in on the floor with language from bills debated and passed by other committees, including S. 2835 and S. 2729, on international climate finance and domestic offsets, respectively. EPW held hearings on CEJAPA, but because of a boycott by Republican members of the Committee, amendments by Committee members were not considered. The Committee reported the bill favorably, but Senate leadership never moved the bill to the floor.
